Property taxes versus capital investments in municipal level in Klina

Do you wonder what are the patterns and behaviour of capital investments at a local level in Kosovo? Using various data pertaining to village level property tax, voting patterns, and the number of elected officials, KUND 16 explored how the municipality of Klina makes capital investment decisions. KUND finds that more than half of the citizens pay their property taxes in the cadastral zones of Klina; however, the zones that pay the property taxes in Klina are not rewarded with capital investments. Using Keshif to visualize and determine these relationships, KUND raises awareness and active citizenry to demand more transparency, fairness, and accountability of public expenditures.

The zones that pay the property taxes in Klina are not rewarded with capital investments. For example, villages Dresnik and Klinafc pay more property taxes per capita compared to Klina, the largest city in the municipality. Yet, these villages have not received any capital investments.

Fidan Kalaja is the founder and executive director of KUND 16. Previously, he has served as a Deputy Director at FOL Movement, a leading anti-corruption organization in Kosovo. He has been elected as an Ordinary member of the United Nations Anti-Corruption Convention - UNCAC Coalition in 2016. He is one of the founders and a member of the Southeast Europe Coalition on Whistleblower Protection and KUND 16 representative in Transparency, Accountability & Participation Network – TAPNetwork2030.

Elbasan Racaj

Coordinator

Elbasan Racaj works as a coordinator at KUND 16. He has previously served as an interpreter for international peacekeeping forces in Kosovo. He holds a Masters degree in International Relation and Public Adminstration, at a university in Italy.
